Crimes Investigated
January 2025 marked a notable surge in police activity. Officers responded to a total of 2,075 incidents, generating 115 reports. This proactive approach resulted in 54 arrests, 37 for misdemeanors and 17 for felonies. Moreover, 128 criminal, traffic, and parking citations were issued, and 155 traffic enforcement stops were conducted. The momentum of this activity continued into February 2025, with 82 reports, 40 arrests, 61 citations issued, and 95 traffic stops conducted between February 1st and February 22nd.
On January 23rd, Lourdes Castellanos, a 32-year-old San Francisco resident, committed a theft at a business in the Metro Mall, stealing $285.24 worth of store merchandise. Thanks to the swift response of CPD officers, Castellanos was quickly located in the parking lot and the stolen merchandise was recovered and returned. Castellanos, who qualified for Prop 36, was then transported to the County Jail, and booked for petty theft with a prior conviction and shoplifting.
On January 25, Daniel Brown Stein, a 30-year-old San Francisco resident, stole $123.36 worth of merchandise from a business located on the 100 Block of Colma Boulevard. When attempted to be apprehended by a loss prevention officer, Stein fled on foot. CPD Officers arrived on the scene and observed Stein running away from the business. CPD Officers conducted an investigation stop on Stein, who initially complied with the Officer’s orders. When CPD Officers attempted to place handcuffs on Stein, he began to resist by pulling away and tensing up his body. Stein disobeyed CPD Officers’ orders to stop resisting, which resulted in his being taken down to the asphalt on Colma Boulevard, where vehicles were traveling on the roadway. The struggle continued when Officers attempted to place Stein in handcuffs for several minutes, Officers were finally able to detain Stein. Due to Stein continuing to attempt to kick and push officers, he was placed on a WRAP device. As a result of the fight with Stein, CPD Officers sustained minor injuries. Stein was eventually transported to County Jail, where he was booked for petty theft with a prior convictions, resisting/obstruction of a Police Officer, shoplifting, and an outstanding warrant.
On January 26th, Rocky Sterio, a 46-year-old San Francisco resident, stole $90.06 worth of merchandise from a business on the 800 Block of Serramonte Boulevard. While CPD Officers were responding they observed Sterio walking on Serramonte Boulevard. CPD Officers quickly detained Sterio, and he was identified by store employee who stole merchandise and wished to seek prosecution for the theft. Sterio was transported to County Jail where he was booked for petty theft with prior convictions, shoplifting and an outstanding warrant.
Between February 1st and February 10th, Officers handled a variety of incidents. There were 215 calls for service and 647 officer-initiated incidents. Officers took a total of 33 cases, which included a range of incidents from reckless driving, grand theft, physical altercations, stolen vehicle, and vehicle collisions.
On February 1st, a CPD Officer was driving on the 200 Block of Colma Boulevard approaching a posted four-way stop sign when a vehicle passed the CPD Officer on the right and failed to stop at the stop sign. The Office estimated the vehicle speed to be approximately 50mph in a posted 25mph zone. The vehicle then swerved, driving on the wrong side of the road of Colma Boulevard to avoid a collision with a vehicle making a right turn onto Colma Boulevard from the Metro Mall. The CPD Officers activated his emergency lights and attempted to catch up to the vehicle, which quickly turned into Metro Mall. The vehicle continued to drive at accelerated speeds up to 25mph in the parking lot, almost colliding with a second vehicle. The vehicle finally came to a stop in the drive-thru line of a business in the Metro Mall. The driver was contacted and taken into custody with no further incident. The driver was identified as Pedro Gate, a 23-year-old San Francisco resident. Gate was taken to CPD, where he was issued a citation for reckless driving.

Between February 11th and February 18th, Officers handled a variety of incidents. They fielded 554 incidents, including 141 calls for service and 413 officer-initiated incidents. The cases they handled ranged from shoplifting to vehicle hit-and-run, battery, and grand theft.
On February 11th, a business in the Metro Mall reported a theft that occurred on February 10th. During the investigation, CPD Officers learned that two unidentified suspects entered the business. While inside, one suspect acted as the lookout while the other concealed merchandise inside her personal purse. The two suspects then exited the store with $5,043.99 worth of stolen merchandise. This is an ongoing case and is currently still under investigation.
On February 15th, a CPD Officer conducted a traffic stop on a vehicle for a traffic violation on 100 Block of Colma Boulevard. Up contact with the driver, CPD Officers observed drug paraphernalia in plain view. The driver provided a false name to CPD Officers. Further investigation, CPD Officers identified the driver as Gerson Bravo Lopez, a 33-year-old Oakland resident. Lopez was subsequently placed under arrest and issued a citation for possession of drug paraphernalia, possession of a controlled substance, providing false identification to a police officer, and an outstanding warrant.
