Crimes Investigated

In May of 2024, Officers fielded 2,269 incidents. We took 85 reports and arrested 40 people, 32 for misdemeanors and eight for felonies, issued 206 criminal, traffic, and parking citations, and conducted 167 traffic enforcement stops.  Between June 1st and June 30th, Officers fielded 2,012 incidents. We took 117 reports and arrested 71 people for 48 misdemeanors and 13 for felonies. There were 112 traffic enforcement stops made.

Between May 20th and May 30th, officers fielded 792 incidents. There were 158 calls for service and 634 were self-initiated incidents. CPD officers took 40 cases ranging from theft, narcotics, vandalism to accident reports.

On May 21st, Terrence Ford caused a disturbance at the Honda dealership. At management’s request, he was to be removed from Ford property. Colma Officer attempted to escort Ford off the property using de-escalation tactics. However, Ford was uncooperative and began making threats to the Officers’ life. When trying to place Ford in handcuffs, he began to resist and fight with officers actively. With assistance from outside agencies, CPD Officers ultimately gained control of Ford and placed him under arrest. He was transported to San Mateo County Jail and booked for felony resisting arrest and making threats to law enforcement officer, obstructing a police officer and trespassing.

On May 30th, Target requested the prosecution of Steven Dela Vega Orquiza, a Target employee who embezzled over $4,000.00 from the store. Upon further investigation, CPD officers learned that Orquiza used his entrusted position with Target and added funds to gift cards without paying money at the register. Orquiza was terminated by Target and placed him under arrest for felony embezzlement and grand theft. He was transported and booked into San Mateo County Jail.

Between May 31st and June 10th, officers fielded 763 incidents. There were 162 calls for service and 601 were self-initiated incidents. CPD officers took 38 cases ranging from commercial burglary, theft, resisting obstructing arrest, narcotics, to outstanding warrants.

On June 6th, Carey Charmaine committed a theft from the Ross store. She was located by CPD officers attempting to flee the scene. Carey refused to comply with officers’ detention orders and began running away from officers. She was apprehended after a foot pursuit. Carey was found to have stolen property from Ross and credit/debit/identification cards that did not belong to her. Carey was issued a citation for resisting arrest, petty theft, and misappreciation of lost property.

On June 4th, Officers responded to an alarm call at the Lexus dealership after business hours. Guy Azama was located by officers walking around the property with electronic devices to assist him in breaking into locked vehicles. A records check of Azama revealed a felony warrant out of the South San Francisco Police Department for possession of a stolen vehicle, narcotics, and narcotics paraphernalia. Azama was arrested for his outstanding warrant. During a search incident to arrest, Azama was found to have narcotics, narcotic paraphernalia, and additional electronic devices. Upon further investigation it was revealed that he had entered several locked new vehicles at the Lexus dealership. Azama was transported to San Mateo County jail and booked for commercial burglary, tampering with vehicles, resisting arrest, and possession of narcotics.

On June 7th, Dylan Gomez committed a petty theft at the Target store. Officers attempted to apprehend Gomez as he exited the store, and he ignored the officer’s orders and began running through the parking lot. Gomez was apprehended after a short foot pursuit. While attempting to place Gomez in handcuffs, he began to resist arrest and pulled away from officers. Officers were able to put handcuffs on him, which is when Gomez turned towards officers and spat on the CPD officer’s face. Gomez then began to threaten officers’ lives and continued to attempt to spit on officers’ faces. With the assistance of outside agencies, a spit mask was placed on Gomez, and he was placed in a WRAP safety restraint system. Gomez was transported to San Mateo County Jail, where he was booked for felony threats against an officer, assaulting a police officer, resisting arrest, and petty theft.

Between June 10th and June 17th, officers fielded 530 incidents. There were 146 calls for service and 384 were self-initiated incidents. CPD officers took 37 cases ranging from possession of stolen vehicles, thefts, narcotics, outstanding warrants, to driving under the influence of alcohol.

On June 11th, CPD received an automated license plate reader notification of a stolen Toyota of to San Diego. Officers located the Toyota at the intersection of Junipero Serra Boulevard and Colma Boulevard and conducted an investigative high-risk stop. The driver, Thiago Cacheta Orlando, complied with officers’ orders and was taken into custody with no further incident. Orlando was booked in San Mateo County jail for taking a vehicle without the owner’s consent and possession of stolen property.

On June 13th, CPD officers who were assigned to the San Mateo County Gang Task Force conducted a traffic stop on a Subaru for a moving violation in Redwood City. The driver, who was identified as Brandon Howard, presented officers with a fraudulent/altered California driver’s license. Upon further investigation/inspection of the license officers learned Howard obtained the victim information and added it to the fraudulent license. A records check of Howard revealed an outstanding felony no-bail arrest warrant issued by Placer Couty Sheriff for probation violation and multiple fraudulent/narcotic warrants issued by the Solano Sheriff’s Department. A records check of the passenger, Jessica Gosse, showed she had an outstanding warrant for theft. Howard was booked into San Mateo County Jail for possession of or displaying a fake identification, providing false identification to an officer, providing false information or documentation to an officer, possession of drug paraphernalia, and his outstanding warrants. Gosse was booked for her outstanding warrants.

Between June 18th and June 24th, officers fielded 528 incidents. There were 139 calls for service and 389 were self-initiated incidents. CPD officers took 28 reports and arrested 19 suspects.

On June 24th, CPD received an alarm call from the Subaru dealership after business hours. Officers were notified that two suspects were in the rear lot and had smashed a window of a vehicle. Officers quickly arrived on the scene and observed Queen Masuisui hiding behind a vehicle in the rear parking lot. Masuisui disobeyed the officer’s orders and ran away from officers. After a foot pursuit, Masuisui was apprehended and placed under arrest. A search incident to arrest revealed Masuisui was in possession of a taser device and credit cards that did not belong to her. The second suspect was able to flee without being apprehended. Masuisui was booked into San Mateo County jail for attempted automobile burglary, commercial burglary, felon in possession of a stun gun, and resisting arrest.

Between June 25th and July 1st, officers fielded 427 incidents. There 141 calls for service and 286 were self-initiated incidents. CPD officers took 29 reports and arrested 15 suspects.

Between July 2nd and July 22nd, Officers fielded 1,445 incidents. There were 357 calls for service and 1,088 were self-initiated incidents. CPD officers took 102 reports ranging from possession of stolen vehicles, thefts, commercial burglaries, possession of firearms, narcotics, outstanding warrants, and driving under the influence of alcohol. There were 62 suspects arrested.

On July 11th, Lenscrafters was a victim of a grand theft. A suspect entered the store, selected 107 glass frames valued at $37,077 total, and within minutes exited the store without paying for the merchandise. The suspect was wearing a mask and glasses and left in a black SUV in an unknown direction before CPD’s arrival. Officers conducted an area check for the suspect vehicle with negative results. The suspect remains unidentified and at large.

On July 12th, CPD officers responded to Serra Center on a welfare check on Marlon Payumo. Payumo was observed staggering through the parking lot, appearing to be altered and accompanied by a juvenile. CPD Officers located Payumo driving his vehicle approximately a mile away from Serra Center. Payumo was observed swerving on the roadway and nearly colliding with the sidewalk. CPD officers conducted a traffic enforcement stop on Payumo’s vehicle.

Further investigation determined that Payumo was operating his vehicle under the influence of alcohol with his six-year-old in the back seat. Payumo failed a field sobriety test and was placed under arrest for driving under the influence of alcohol. The child was released to her grandparents, who arrived on the scene. Payumo was placed under arrest for child endangerment and driving under the influence of alcohol.

On July 18th, Officers responded to the Serra Center on a report of an armed carjacking. gunThe suspect brandished a firearm at the victim and used force and fear to steal the victim’s Toyota Camry. The suspect fled the scene before CPD’s arrival. The information was broadcasted to neighboring agencies. The Toyota was located in San Francisco by officers assigned to the San Mateo Gang Task Force, who conducted a high-risk stop on the Toyota. The suspect, who was identified as Nehemiah Jacques, was taken into custody. A loaded firearm was located inside the vehicle. Jaques was placed under arrest and booked into San Mateo County jail for carjacking, possession of a stolen vehicle, carrying a loaded firearm in a vehicle, carrying a loaded firearm with the intent to commit a felony, carrying a stolen firearm, and possession of narcotics.
