City Manager’s Update
Daniel Barros, City Manager

The City Council of the Town of Colma, along with key staff members, assembled for a special City Council Meeting on March 5, 2025 as a Strategic Plan Workshop.  Following the close-out of the 2023-2025 Strategic Plan, the workshop atmosphere offered Councilmembers, staff, and the general public the opportunity to come together and speak freely about key Town initiatives and help shape the vision for the future using the Town’s next Strategic Plan.  Through a series of collaborative exercises and breakout sessions, the collectiveness of Councilmembers, staff, and the public together, began to build the framework of the 2025-2027 Strategic Plan.

At the March 26th City Council Meeting, The City Council adopted the new, 2025-2027 Strategic Plan that is taking on a new look and format entirely—the One Page Strategic Plan.  Rather than resemble the old, lengthy document of the past, staff has introduced a new “one-page” format aimed at streamlining and making information easily accessible and easier to digest.  The content of the new format remains the same in that it still articulates the City Council’s Priority Goals, Focus Areas, Objectives, and Key Strategies.  For more information on the Strategic Plan, please visit the Town’s website at: https://www.colma.ca.gov/strategic-plan/.

Additionally, the emergence of spring brings on budget season and Town Staff is working diligently to prepare the upcoming budget for the new fiscal year ahead. At first glance, revenue projections from existing commerce around town are healthy and consistent with early year projections. We look forward to collecting upon the Town’s new Sales Tax increase in the coming fiscal year thanks to the support of Measure AA. Although staff is currently challenged with critical vacancies, like the Administrative Services Director, we remain confident that we can bring a full-service budget before the City Council.
