Regular Session – 7:00 PM

The City Council meeting will be held in person in the City Council Chambers. The Town will only accept public comments from the public attending in person and will not accept public comments via Zoom.

As a courtesy and technology permitting, the meeting can also be viewed/heard via Zoom Video Conference, but no public comment will be allowed or accepted by the Town via Zoom. The Town cannot guarantee that the public’s access to Zoom will be uninterrupted, and technical difficulties may occur from time to time. In those instances, so long as the public may still attend the meeting in person, the meeting will continue, even if the public is unable to view/hear or otherwise access the meeting via Zoom.

To provide Public Comment:
Members of the public wishing to provide public comment are required to attend the meeting in person and are requested to complete a yellow speaker card and submit it to the City Clerk. Comments should be kept to three minutes or less. If there appears to be a large number of speakers, time may be reduced to no less than one minute each, at the discretion of the Mayor.

1. Motion to Approve the Minutes from the August 28, 2024 Regular Meeting

2. Motion to Adopt a Resolution Approving and Authorizing the City Manager to Execute a Funding Agreement Amendment with the City/County Association of Governments of San Mateo County and Daly City for the Construction Phase of the Smart Corridor Project Pursuant to CEQA Guideline 15301 and 15304

3. FY2024-25 NON-PROFIT FUNDING
Consider: Adopting a Resolution Determining Eligibility for Grant Funding, Approving Grants to Eligible Organizations, Finding that Each Approved Grant Serves a Public Purpose, and Authorizing Contracts with Each Eligible Organization for the Use of Town Funds Pursuant to CEQA Guideline 15378

4. PENINSULA CLEAN ENERGY SOLAR PANELS FOR TOWN HALL
Consider: Adopting a Resolution Approving and Authorizing the City Manager to Execute Solar Power Purchase Agreement for the Selected Solar Array at Town Hall Pursuant to CEQA Guidelines 15301 and 15303

5. ADOPT RESOLUTIONS APPROVING MEMORANDUMS OF UNDERSTANDING, APPROVING COST OF LIVING INCREASES FOR CERTAIN UNREPRESENTED EMPLOYEES AND MODIFYING THE TOWN’S SALARY SCHEDULE, AMENDING THE COLMA ADMINISTRATIVE CODE SUBCHAPTER 3.02 RELATING TO STANDBY DUTY AND OVERTIME, AND ORDINANCE AMENDING THE MUNICIPAL CODE RELATING TO TOWN HOLIDAYS

Consider:
1. Adopting the following resolutions:

a. Resolution Approving Memorandum of Understanding Between the Town of Colma and the Colma Peace Officers Association for the Period of July 1, 2024 through June 30, 2026 Pursuant to CEQA Guideline 15378

b. Resolution Approving Memorandum of Understanding Between the Town of Colma and the Colma Police Communication/Records Association for the Period of July 1, 2024 through June 30, 2026 Pursuant to CEQA Guideline 15378

c. Resolution Approving Cost of Living Salary Increases for Certain Unrepresented Employees Pursuant to CEQA Guideline 15378

d. Resolution Adopting the Salary Schedule as of September 11, 2024 Pursuant to CEQA Guideline 15378

e. Resolution Amending Colma Administration Code Sections 3.02.272 and 3.02.280 Regarding Standby Duty and Overtime Pursuant to CEQA Guideline 15378

2. Introduce the following ordinance:

a. Ordinance Amending Section 1.01.050 of the Colma Municipal Code Relating to Town Holidays Pursuant to CEQA Guideline 15378 and Waive Further Reading
